New structure of the regulatory framework for the assessment of the curtain wall systems

The Russian Ministry of Construction presented a strategic decision - an action plan for the development of a regulatory and technical framework that cancels the issuance of technical certificates for assessing the suitability of curtain wall systems in 2022.

The structure of the documents planned for development includes a list of standards and sets of rules, said the head of the Russian Ministry of Construction Vladimir Yakushev.

«In 2020, the ministry continues to work to reduce administrative barriers in construction. An important step in this direction was the creation of a work plan for the development of the regulatory and technical base, which includes 19 documents, with the aim of subsequently canceling the issuance of technical certificates for curtain wall systems. This decision is strategic. The system of documents being developed will allow us to standardize the design of facade systems with a ventilated layer, simplify the passage of administrative procedures for business and will facilitate the entry of new players into the market», said Vladimir Yakushev.

As noted on the  website of the Ministry of Construction , the system of normative documents being developed will allow builders to create projects, undergo examination and build capital construction facilities without additional administrative procedures without compromising safety, quality and economy.

Earlier, in September 2019, the Ministry of Construction of Russia, in connection with the regulation and finalization of the regulatory and technical base, canceled the need to obtain technical certificates to assess the suitability of facade heat-insulating composite systems with external plaster layers.
